What is Romeo and Juliet Romeo and Juliet Act 2 Sc. 3 about?

The Friar is saying that Romeo wasted so much over Rosaline like crying and moaning then all of a sudden he got over it. Now he is love with Juliet now. That sums it up a good deal. Hope this helps any at all (P.S great story.)
