Fundraising 1.0?

I recently came across Fundraising 1.0 and was a bit leery about it and wondered if it was a scam since it sounded too good to be true, anyone used this or have any success with this program? This sounds like you have to recruit 50 people to get in this program before you see a dime with this program? Is that correct?
