Failing a cl right before transfering?

I'm failing psych 9 this summer semester, and its too late to drop it. I actually plan on retaking the course this fall just to get the F off of my transcript. The problem is, I plan on applying to transfer to a Cal state this October. My GPA is currently a 3.3 and im afraid it will go down once i get the F =( Will this F affect my chances of transfering? The course isnt even required for my major, i dont even need it for my general ed, I took it because my counselor mistakenly said i needed it =(
