What exactly is a bi-partisan bill, and will it affect the taxpayers immencely?

a bi-partisan bill is a bill enacted by both the republican and democratic parties. this country has become so partisan, that only in times of dire emergency will a bi-partisan bill be ped. this bailout won't affect taxpayers as much as we would think it would, it's not 700 bil all at once, it's a gradual process that will affect us for years to come.
