Is there still Parity in the NHL?

the coyotes had the lowest payroll this year as far as i've heard and the 4th best record in the nhl. it's about your whole system. drafting the right players, having the right gm, coach and roll players. you don't have to be right up on the cap like the hawks to be a competitive team but you do have to have the roll players that can make your team work. right now teams like atlanta and tampa don't have the right players or system, but they have a strong youth core through drafting. i think we proved with the right coach and a blend of low pay solid veterans and good youth you can be a solid team without being at the cap.
